Indian states Punjab and Haryana implement mental health regulations
State governments in Punjab and Haryana have introduced new regulatory frameworks to oversee mental health services and protect patient rights under the Mental Healthcare Act, 2017.
In Punjab, the government has empowered the State Mental Health Authority (SMHA) to register and supervise mental health establishments, set quality standards, and register professionals. The SMHA, chaired by the Principal Secretary of the Health Department, serves as the apex statutory body for implementing the Act. The framework also includes Mental Health Review Boards in districts, chaired by judicial officers, to review admissions, handle complaints, and inspect facilities.
Haryana has notified the Mental Healthcare (State Mental Health Authority) Regulations, 2026, which establish a six-category framework for various institutions, including standalone mental health facilities, psychiatric departments in medical colleges, and de-addiction centres. These regulations mandate standards for staffing, patient safety, medical records, privacy, and hygiene. Institutions must comply with minimum standards and pay a registration fee to ensure institutional accountability and patient rights.
