Indiana FSSA reports 58,000 HIP members non-compliant with pending work rules

The Indiana Family and Social Services Administration (FSSA) estimates that approximately 58,000 members of the Healthy Indiana Plan (HIP) are currently not in compliance with upcoming federal Medicaid work rules. These requirements, set to be enforced on January 1, 2027, apply to both new applicants and existing members.

To maintain coverage, participants must demonstrate they are working, attending school, participating in an apprenticeship, joining a work program, or volunteering for at least 80 hours per month. Alternatively, members can comply by earning at least $580 per month. The HIP is designed for adults aged 19 to 64 who earn too much to qualify for traditional Medicaid and accounts for roughly 32% of Indiana's Medicaid enrollees.

FSSA Secretary Mitch Roob encouraged members to use the agency’s online pre-screening tools to determine their status and avoid disruptions in coverage. While enforcement begins in 2027, the agency is utilizing a three-month look-back window, meaning those renewing in January should ensure compliance starting this month. Exemptions are available for specific groups, including veterans with total disabilities, caregivers of disabled persons or children under 13, and certain former foster youth.
