Indiana voters to decide on $500M casino license in November
Voters in Allen, DeKalb, and Steuben counties in northeast Indiana will decide on November 3 whether to permit inland casino gambling in their respective communities. The referendums follow the passage of House Enrolled Act 1038, which allows for one new inland casino license to be issued in one of these three counties, provided local voters approve the measure.
A successful developer would be required to invest at least $500 million in casino facilities and non-gaming amenities. The legislation mandates that at least 60% of this investment be spent within two years of authorization, with the remainder completed within five years of operations beginning. Additionally, the operator must pay a $150 million fee to the state, consisting of a $100 million license fee and $50 million for communities affected by casino closures.
Local campaigns are divided on the issue. Supporters, such as the Advance Fort Wayne Allen County initiative, argue the development will generate jobs and essential tax revenue to strengthen the community. Conversely, opponents like the Coalition for a Better Indiana warn that the casino industry is predatory and may cause social harm to vulnerable populations. If a county rejects the proposal, state law prohibits a second referendum on the same question in that jurisdiction.
