India's Election Commission launches SIR Phase 3 household voter count in four states

On 31 May, the Election Commission of India announced the start of the third phase of the Special Intensive Revision (SIR) in the states of Odisha, Mizoram, Sikkim and Manipur. Booth Level Officers (BLOs) will go door‑to‑door to distribute and collect enumeration forms, aiming to incorporate all eligible voters into the draft electoral roll by 28 June. Voters may submit completed forms online or hand them to a BLO; those unable to meet the deadline can apply later with Form 6 and a declaration during the claim‑and‑objection period.

The commission has also permitted recognised political parties to deploy Booth Level Agents (BLAs) to collect at least 50 forms daily and hand them to BLOs before the draft publication. Using powers under Article 324 of the Constitution and other legal provisions, the ECI seeks to ensure no eligible citizen is omitted and no ineligible person is added.

The voter base covered includes about 33.4 million voters in Odisha (38,123 BLOs, 8,391 BLAs), 8.75 million in Mizoram (1,353 BLOs, 3,430 BLAs), 4.71 million in Sikkim (572 BLOs, 681 BLAs) and 20.92 million in Manipur (2,996 BLOs, 5,003 BLAs). The commission appealed to voters to cooperate with officials during the enumeration process.
