Senior Congress leader Manish Tewari said India is no longer a democracy, describing the country as a “two‑horse system” composed of an arbitrary executive and a judiciary that appoints its own judges. He called for a fundamental redesign of the constitutional structure, arguing that legislative bodies have become “gladiatorial arenas” rather than performing their constitutional duties. Citing data on Lok Sabha sessions, Tewari noted a sharp decline in working days, with the 17th Lok Sabha meeting only 55 days compared with 135 days for the first Lok Sabha, highlighting what he termed legislative paralysis. The remarks were posted on X amid ongoing opposition protests and reduced parliamentary productivity during the current monsoon session.
