Indonesia abolishes BBNKB II fees for used vehicle ownership transfers

Under the implementation of Law Number 1 of 2022 concerning Financial Relations between the Central Government and Regional Governments (HKPD), the second Motor Vehicle Ownership Transfer Fee (BBNKB II) for used vehicles has been abolished. This policy, supported by regional regulations such as DKI Jakarta Provincial Regulation Number 1 of 2024, ensures that BBNKB is only applied to the first transfer of new vehicles.

While the BBNKB II component is free, owners must still pay for other administrative costs and non-tax state revenues (PNBP). For motorcycles, these include physical inspection fees (approximately Rp 25,000), STNK issuance (Rp 100,000), TNKB/license plate issuance (Rp 60,000), BPKB issuance (Rp 225,000), and SWDKLLJ insurance (approximately Rp 35,000). For cars, costs include physical inspection (Rp 50,000), STNK issuance (Rp 200,000), TNKB issuance (Rp 100,000), BPKB issuance (Rp 375,000), and SWDKLLJ insurance (approximately Rp 143,000).

To complete the transfer, owners must provide the original and photocopies of the new owner's ID (KTP), the original STNK and BPKB, a stamped sales receipt signed by both parties, and a physical inspection report from Samsat.
