Indonesia debates Copyright Law revisions amid digital and AI shifts

The Indonesian government and the House of Representatives (DPR RI) are discussing revisions to Copyright Law No. 28 of 2014 to adapt to digital advancements, including artificial intelligence and digital platform usage. The Ministry of Creative Economy supports these changes to provide legal certainty for creators and manage royalties more effectively within the creative economy ecosystem.

However, local media organizations have raised concerns regarding the sustainability of their business models. During a focus group discussion in Bandung, media representatives warned that proposed regulations—such as mandatory payments for links and news snippets—could disrupt traffic and revenue. There are also fears that centralizing compensation collection through Collective Management Organizations (LMK) could create bureaucratic hurdles, impact cash flow, and lead to de-indexing by global digital platforms.
