Indonesia Deputy Agrarian Minister Ossy Dermawan Urges Administrators to Lead Public Service Reform

Deputy Minister of Agrarian and Spatial Planning (ATR/BPN) Ossy Dermawan addressed participants of the 2026 Leadership Training for Administrators (PKA) via an online briefing. He stressed that administrators must act as architects of change rather than routine managers, saying, “Administrator bukanlah manajer rutinitas. Administrator harus menjadi arsitek perubahan.”

Dermawan outlined the ministry’s transformation agenda aimed at improving land and spatial service quality for the public. He noted that reforms require more than system upgrades and digital tools; strengthening human‑resource quality is essential. Administrators are expected to adopt open mindsets, pursue continuous learning, and become agents of change to build a trusted, adaptive, and integrity‑driven institution.

The deputy minister expressed confidence that empowered administrators will translate policy into tangible improvements at front‑line BPN service counters, enhancing public trust in land administration.
