Indonesia's 2025 Defence Policy Designates LGBTQ as Non‑Military Threat

President Prabowo Subianto signed Peraturan Presiden No. 111/2025 on the General Defence Policy for 2025–2029, which lists the spread of LGBTQ culture as a non‑military threat to national security. The regulation also cites other challenges such as narcotics, terrorism, cybercrime, disinformation and social unrest.

Several Indonesian actors have voiced support. The central board of Persatuan Ummat Islam (PUI) said the measure "shows that defence now includes moral and cultural stability" and praised it as a strategic step. DPR Commission I member Oleh Soleh declared, "I fully support the Perpres because the spread of LGBT culture is a non‑military threat that must be taken seriously," urging parents to guard their children. Commission VIII chair Marwan Dasopang warned of a "big threat" to the nation’s future if LGBT visibility grows. Academic commentator Assoc. Prof. Maulina Pia Wulandari described the inclusion as a potential moral panic used to divert public attention from other pressing issues.

The policy aims to coordinate ministries, regional governments and civil society in strengthening Indonesia’s overall resilience.
