Indonesia faces challenges with illegal and unregulated parking

Illegal parking practices continue to be a significant issue in Indonesia, causing discomfort for pedestrians, business owners, and commuters. Key drivers for the persistence of these practices include a shortage of official parking facilities, particularly in high-activity economic zones like the Tanah Abang market in Jakarta, where the capacity of official parking buildings cannot keep pace with vehicle growth.

In Madiun, public dissatisfaction has surged following social media reports regarding parking fees at locations such as ATMs and retail shops. Residents have reported paying between Rp2,000 and Rp3,000 even for very brief stops. In response, the Madiun City Transportation Agency (Dishub) announced plans for field socialization and training for parking attendants in November 2026. The agency emphasized that while rates follow local regulations, attendants must ensure they provide official receipts to users.
