Indonesia faces digital fragmentation and rising domain abuse

Indonesia's digital landscape is characterized by high fragmentation and rising domain usage. The Ministry of Communication and Digital (Komdigi) reports that the country has over 1,600 Internet Service Providers (ISPs). Edwin Hidayat Abdullah, Director General of the Digital Ecosystem, noted that this fragmentation contributes to issues such as poor network latency, despite the large number of providers. He emphasized the need for a comprehensive master plan to address national digital infrastructure quality.

Simultaneously, the use of the .ID domain has grown significantly, reaching 1.52 million domains as of July 2026. PANDI reported that the .ID market share in Indonesia rose from 36% to 58% over the last five years. However, this growth is accompanied by security challenges. Between January and June 2026, PANDI recorded 32,359 cases of domain abuse, with online gambling being the most prevalent at 24,550 cases, followed by phishing and malware. To combat these threats, PANDI is developing BIMA v2.0, an AI-based application designed to improve crawling and detection of domain misuse.
