Indonesia to digitize social assistance to improve targeting accuracy
The Indonesian government is implementing a major overhaul of its social assistance (bansos) system to improve targeting accuracy and reduce corruption. Luhut Binsar Pandjaitan, Chairman of the Government Digital Transformation Acceleration Committee, reported that pilot testing in Banyuwangi revealed that 77.6 percent of social assistance was misdirected. Current estimates suggest over 60 percent of distributions are not correctly targeted.
To address this, the government is transitioning to a digital social protection system, with a rollout planned for the third week of October 2026. This system will utilize artificial intelligence developed domestically to refine the Data Tunggal Sosial Ekonomi Nasional (DTSEN). By 2027, approximately 50 million citizens in deciles 1 through 5 are projected to receive assistance via cashless bank transfers. To facilitate this, the government plans to open bank accounts for all citizens aged 17 and older starting in October 2026, with an initial balance of Rp50,000 provided to each.
Concerns have been raised regarding data accuracy, as some citizens and officials have reported discrepancies in their DTSEN welfare rankings. For instance, lawmaker Eva Stevany Rataba recently clarified that she was incorrectly listed in decile 4 despite never receiving assistance. To manage these issues, the government has provided dispute mechanisms through the Cek Bansos application and the SIKS-NG system.
