Indonesia government agrees on digital transport and ODOL regulations

The Indonesian government and the House of Representatives (DPR RI) have reached an agreement on key provisions for the revision of the Road Traffic and Transport Law (RUU LLAJ). A major component of the revision is the formal regulation of digital-based transportation, including special rental services and motorcycle-based services for passenger transport and food/goods delivery.

The new regulations will explicitly address the rights and obligations of digital platform companies, including provisions for tariffs, fleet quotas, and the protection of driver rights. Additionally, the revision aims to tackle the issue of over-dimension and over-loading (ODOL) vehicles by expanding criminal sanctions. These penalties will no longer target only drivers but will also extend to vehicle owners, corporations, and cargo owners.

To improve governance, the revision involves new ministries in the oversight process: the Ministry of Basic and Secondary Education for traffic education, the Ministry of Health for post-accident handling, and the Ministry of Communication and Digital for the management of digital transport platforms.
