Indonesia implements new export proceeds collateral policy amid Rupiah volatility

Indonesia's banking sector is seeing new opportunities following the implementation of Government Regulation No. 21 of 2026. This policy, effective as of September 2026, allows exporters to use natural resource export proceeds (DHE) in foreign currency as collateral for credit. The regulation limits the placement of these foreign exchange proceeds to 15 specific banks, though it introduces potential risks regarding exchange rates, liquidity, and sector concentration.

In the currency market, the Indonesian Rupiah saw a slight appreciation on Friday, October 2, 2026, opening at Rp17,955 per US Dollar, an increase of 11 points or 0.06 percent. This follows a period of volatility where the currency had approached the psychological level of Rp18,000 per US Dollar, having weakened significantly during previous trading sessions.
