Indonesia Implements Telecom Quota Rollover After Constitutional Court Ruling

The Constitutional Court (Mahkamah Konstitusi) ordered Indonesian telecom operators to provide a service option that lets customers retain unused main data quota. Operators such as Telkomsel, Indosat and XL have already introduced rollover on selected prepaid packages. Users can activate the feature by renewing the same plan before the current period ends; the remaining main quota is then automatically added to the next billing cycle and can be used without any extra steps.

Consumer advocacy group Yayasan Lembaga Konsumen Indonesia (YLKI) urged the Ministry of Communication and Information Technology, the operators and the Competition Supervisory Commission to act swiftly. YLKI called for clear regulations, a concrete implementation deadline, safeguards against price hikes for rollover‑enabled plans, minimum service standards, transparent information and penalties for non‑compliant operators.
