Indonesia includes Agrarian Reform Bill in 2026 priority legislative program

Indonesia's House of Representatives (DPR) has officially included the Agrarian Reform Bill (RUURA) in the 2026 Priority National Legislation Program (Prolegnas). The initiative aims to address structural land conflicts arising from overlapping legal frameworks between forestry laws and basic agrarian laws.

Civil society organizations have emphasized that the bill must go beyond mere land certification and focus on the redistribution of land to correct inequalities in land ownership and use. The Agrarian Reform Consortium (KPA) noted that the bill's inclusion is a positive development for farmers fighting for land rights.

Simultaneously, ongoing land disputes continue to draw scrutiny. In Rakawuta, Southeast Sulawesi, a decade-long conflict involving 105 hectares of land between residents and PT Merbau Jaya Indah Raya (PT MJIR) has left 33 families without managed land. Civil society groups have also raised concerns regarding the Muara Tae indigenous community in East Kalimantan, alleging potential violations of Indonesian Sustainable Palm Oil (ISPO) principles due to company activities in disputed areas.
