Indonesia expands ODOL enforcement to ports and regulates digital transport

Indonesia is implementing significant transportation reforms through two primary initiatives: the crackdown on Over Dimension Over Loading (ODOL) vehicles and the enforcement of Presidential Regulation Number 27 of 2026 regarding digital platform-based transportation.

Transportation Minister Dudy Purwagandhi has expanded ODOL enforcement from highways to ports, beginning with trials at Tanjung Perak Port in Surabaya. This move aims to reach a ‘Zero ODOL 2027’ target by ensuring cargo vehicles meet technical standards before being loaded onto ships, thereby reducing accident risks in maritime and land transport.

Simultaneously, the new Presidential Regulation aims to protect the digital transportation ecosystem. Key provisions include capping platform fees at 8 percent and requiring application companies to provide responsive grievance services for drivers. While companies like Grab Indonesia have expressed respect for the rules and noted they have already applied the 8 percent cap for certain services, driver associations are awaiting further implementing regulations to clarify partnership status, social security, and income transparency.
