Indonesia KPK probes hajj quota corruption linked to Maktour owner Fuad Hasan

Indonesia's Corruption Eradication Commission (KPK) is investigating a scheme to illegally allocate additional hajj quotas. On 8 June 2026 the agency detained two suspects, Ismail Adham, operational director of PT Makassar Toraja (Maktour), and Asrul Aziz Taba, head of the travel‑tour association Kesthuri. Earlier arrests included former Minister of Religious Affairs Yaqut Cholil Qoumas and his staff member Ishfah Abidal Aziz. Owner Fuad Hasan Masyhur, while not yet named a suspect, is being summoned again as a witness after missing a prior KPK interview while performing hajj in Saudi Arabia.

Investigators say the group colluded with ministry officials to obtain an extra 20,000 special‑quota seats from Saudi Arabia in 2024, dividing the quota 50‑50 between regular and special slots. Bribes allegedly included US$30,000 to Alex, US$5,000 and 16,000 riyals to the Director General of Hajj, and larger payments to other officials. The illicit scheme is said to have generated unlawful gains of about Rp27.8 billion for Maktour and Rp40.8 billion for affiliated agencies. A BPK audit estimated total state losses at roughly Rp622 billion. KPK said the investigation will continue and further questioning of Fuad Hasan Masyhur is planned this week.
