Indonesia accelerates marketplace tax collection and digital welfare rollout

Indonesia is implementing significant changes to its tax and social welfare systems. The Directorate General of Taxes (DJP) has accelerated the collection of Income Tax Article 22 for marketplace merchants, moving the start date from November 1 to October 1, 2026. Designated collectors for this mechanism include Blibli, Tokopedia, Lazada, and Shopee. This policy does not apply to individual taxpayers with an annual turnover of up to Rp500 million.

Simultaneously, the government is preparing for a digital transformation of social assistance (bansos). The Ministry of Social Affairs aims to register approximately 48 million families in the digital Perlinsos system by the end of 2026, with 5.7 million people already registered. The government plans to trial digital distribution for programs like the Family Hope Program (PKH) and staple food aid (BPNT) in the first quarter of 2027.

To ensure data accuracy and reach remote areas, the government will deploy military (TNI), police (Polri), and civil servants (ASN) to assist in data collection and verification. The registration process for prospective recipients will require facial verification, NIK, and PLN meter numbers. Artificial Intelligence will also be utilized to improve the accuracy of welfare decile grouping.
