Indonesia Legislative Body Approves Lawmaking Procedure Bill

The Indonesian House of Representatives Legislative Body (Baleg) has approved the Draft Law on the Procedures for Law Formation to proceed as a DPR initiative. The decision followed consensus from eight political factions during a meeting in Jakarta.

The bill consists of 12 chapters and 93 articles. It establishes that lawmaking must reflect principles of justice, legal certainty, utility, balance, and harmony. The draft outlines a process involving planning, drafting, discussion, ratification, and promulgation.

A key feature of the bill is the introduction of a fast track procedure, which shortens specific stages of the legislative process. This rapid procedure can be triggered by six conditions, including the urgent ratification of international agreements or following Constitutional Court rulings that require timely legislative changes.

Additionally, the bill includes provisions for scheduling plenary sessions. Under the proposed rules, the Deliberative Body must schedule a plenary meeting to decide on a DPR-initiated bill within 60 days of discussion in a leadership meeting. For bills utilizing the fast track procedure, this deadline is reduced to 30 days.
