Indonesia Ministers Integrate Sustainable Agricultural Land into Regional Spatial Plans
Indonesia’s Minister of Agrarian and Spatial Planning and National Land Agency, Nusron Wahid, together with the Minister of Home Affairs, Muhammad Tito Karnavian, signed a joint circular on 19 June 2026 to incorporate Sustainable Food Agricultural Land (LP2B) into the Regional Spatial Planning (RTRW) and Detailed Spatial Planning (RDTR) of municipalities and regencies. The directive aims to allow local governments to integrate LP2B without awaiting the lengthy five‑year revision cycle of RTRW, supporting both the national food self‑sufficiency goal and the program to build three million houses per year. The circular also addresses challenges where agricultural land has been converted to residential or commercial use, providing a temporary solution pending amendment of government regulation No. 21/2021 on spatial planning.
The policy is intended to give provinces and local officials flexibility to protect agricultural land while accommodating housing needs, aligning with President‑mandated food security and housing development targets.
