Indonesia Ministry of Communication and Digital bans expiration of paid internet quota
Indonesia's Ministry of Communication and Digital (Komdigi) has issued a new regulation prohibiting mobile operators from unilaterally expiring unused internet quota that customers have already paid for.
Circular Letter Number 4 of 2026, issued on August 28, 2026, serves as a follow-up to Constitutional Court Decision Number 273/PUU-XXIII/2025. Minister Meutya Hafid stated that paid quota is a customer right and must be protected. The regulation also forbids operators from charging additional fees to customers who wish to maintain or use their remaining data.
To ensure compliance, the Ministry requires operators to offer various service mechanisms, including quota accumulation (rollover), active period extensions, compensation, or refunds. Additionally, operators are mandated to provide clear and simple information regarding pricing, data volume, validity periods, and usage terms to ensure customers can make informed choices.
