Indonesia Ministry of Manpower addresses labor shifts and layoff data

Indonesia's Ministry of Manpower is strengthening its collaboration with the International Labour Organization (ILO) to address shifts in the global labor market driven by digital technology, demographic changes, and economic dynamics. Key focus areas include human resource capacity building, public employment services, and the implementation of ILO Convention No. 188 regarding work in the fishing sector to improve safety and social security for fishers.

Separately, official data from the Ministry of Manpower shows that 43,805 workers were laid off in Indonesia between January and July 2026, with West Java recording the highest number at 8,830. However, labor leaders have raised concerns regarding data accuracy. Ristadi, Chairman of the Confederation of Nusantara Labor Unions (KSPN), noted that current figures may be underreported because they rely on claims from the Job Loss Insurance (JKP) program, which only covers a specific subset of active BPJS participants rather than the entire formal workforce.
