Indonesia Ministry of Public Works forms toll road fund management office
The Indonesian Ministry of Public Works has established the Toll Road Development Fund Management Office as a technical implementation unit under the Directorate General of Bina Marga. The move aims to strengthen the management of funds derived from Non-Tax State Revenue (PNBP) to ensure more planned, transparent, and accountable development of the toll road network.
Minister of Public Works Dody Hanggodo stated that the formation of this office is based on Government Regulation Number 23 of 2024. He emphasized the need for robust fund governance due to the large scale of investment and the long concession periods involved in toll road operations. The mandate was formalized through Minister of Public Works Regulation Number 17 of 2026.
Ni Komang Rasminiati, Head of the Toll Road Regulatory Agency (BPJT), noted that the office will provide a more structured approach to managing funds, covering program planning, revenue governance, fund distribution, and data management. During the transition period, PNBP and other revenues will continue to be deposited into the state treasury until the office is ready to implement the Public Service Agency financial management pattern.
