Indonesia moves to adopt plain packaging for tobacco and e‑cigarettes

Indonesia’s Ministry of Health is drafting a regulation that would require plain packaging for all tobacco products and electronic cigarettes. The draft, part of the implementation of Government Regulation No. 28/2024, mandates a uniform, dull‑colored package (Pantone 448 C) while still allowing brand names and fonts, and requires clear health warnings. A transition period of up to two years is planned, with an additional twelve‑month adjustment window, aiming to reduce the visual appeal of these products to children and adolescents.

The Indonesian Vape Association (APVI) has voiced strong opposition, arguing that the plain‑packaging rule could damage the country's micro, small and medium‑size enterprises, erode brand value, and encourage illicit trade. APVI notes that most G20 nations do not apply plain packaging to vaping products and calls for a more balanced approach that protects public health without harming the legal vape industry.
