Indonesia promotes safety by design and sectoral AI regulations

Indonesia is moving toward a structured regulatory framework for artificial intelligence, emphasizing security and sector-specific guidelines. The Minister of Communication and Digital, Meutya Hafid, has advocated for a ‘safety by design’ approach. She noted that current AI development often lacks sufficient security protections during the initial design stages and argued that while Indonesia does not seek to slow down innovation, it must prioritize cautious development and necessary mitigation processes.

To implement this, the government is developing a National Artificial Intelligence Roadmap, which is currently being harmonized with the Ministry of Law. Deputy Minister Nezar Patria explained that the roadmap will serve as a general guide, but individual ministries and agencies will be responsible for creating specific sectoral regulations. Key sectors identified for specialized AI guidelines include healthcare, education, and financial services to address the broad and diverse scope of the technology.
