Indonesia strengthens aviation safety via three-tier oversight
The Indonesian Directorate General of Civil Aviation is strengthening aviation safety and security oversight through a ‘Three-Line Defense’ system. This strategy aims to maintain high standards following successful ICAO audits, where Indonesia achieved an 85% effective implementation rate for safety (USOAP) and 88.53% for security (USAP), both exceeding the Global Aviation Security Plan 2027 target of 75%.
The three-tier oversight model involves: 1. Technical Directorates, which set standards and control the system. 2. Airport Authorities (Otban) Regions I through X, acting as regulators and field supervisors. 3. Airport Management Units (UPBU), serving as operators responsible for implementing the Safety Management System (SMS).
Additionally, the Ministry is enhancing disaster preparedness by developing contingency plans based on previous emergency responses in Sumatra and East Nusa Tenggara. Mitigation strategies include mapping alternative flight routes, ensuring backup power at airports, testing fire suppression systems, and conducting post-disaster fleet inspections. Officials emphasized the need for regular simulations rather than relying solely on written documentation.
