Indonesia to end automatic student grade promotion by 2027

Indonesia's Ministry of Primary and Secondary Education is preparing to reintroduce a policy where students are no longer automatically promoted to the next grade, starting in the 2027/2028 academic year. Minister Abdul Mu’ti stated that the decision will be based on both academic achievement and character development. The ministry is currently conducting studies and drafting ministerial regulations and technical guidelines to ensure the process is standardized.

To prevent subjective assessments, the government aims to formulate measurable character indicators. The policy will also require schools to provide remedial programs, learning assistance, and identification of learning obstacles before a decision to retain a student is made.

In response to the announcement, the Blora Regional House of Representatives (DPRD) has called for thorough preparation. Local officials expressed concerns that the policy could potentially increase the number of out-of-school children if not managed correctly. They emphasized the need for teacher readiness, socialized guidelines for parents, and an understanding of local cultural characteristics to ensure students who do not advance are still given opportunities to continue their education within the same institution.
