ATR/BPN launches 10-day land title transfer service

The Indonesian Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) is implementing a major transformation of land services. Starting August 17, 2026, a new land title transfer service aims to complete processes within a maximum of 10 days. This initiative will roll out in stages, beginning with 17 regencies and cities, expanding to 41 by the end of August, and targeting 76 regencies and cities—covering approximately 70 percent of land services—within three months.

To support this, the Ministry of ATR/BPN and the Ministry of Home Affairs have signed a Joint Circular Letter (SEB) to accelerate the verification and validation of Land and Building Transfer Duty (BPHTB). The target for BPHTB verification is now a maximum of three days. The policy utilizes a ‘positive fictitious’ approach, meaning if verification is not completed within three days, it is automatically deemed approved.

Additionally, the two ministries have agreed to integrate the Land Parcel Number (NIB) with the Land and Building Tax Object Number (NOP). This synchronization aims to create uniform data between land offices and local governments, increasing transparency in land area and tax rates. This integration is expected to significantly increase local original revenue (PAD) from property taxes without requiring rate hikes.
