Komdigi bans mobile operators from forfeiting unused internet data
The Indonesian Ministry of Communication and Digital (Komdigi) has issued Circular Letter Number 4 of 2026 to protect consumers from the forfeiture of unused mobile internet data. This regulation follows Constitutional Court Decision No. 273/PUU-XXIII/2025, which ruled that internet quota is a consumer right.
Under the new rules, mobile operators are prohibited from unilaterally expiring unused data or charging additional fees to maintain existing balances. Minister Meutya Hafid emphasized that because customers have already paid for the data, it remains their property.
To ensure compliance, operators must provide customers with various service options to manage their remaining quota. These options include data rollover (accumulation), period extensions, compensation, or refunds. The ministry also requires operators to provide clear information regarding usage, pricing, and validity periods, as well as integrated monitoring channels for customers to track their data. Operators are mandated to submit their first compliance report by September 28, 2026, with monthly reporting required thereafter.
