Indonesia's ATR/BPN Issues Circular to Integrate Sustainable Agricultural Land into Local Spatial Plans
On 19 June 2026, Agriculture and Spatial Planning Minister Nusron Wahid and Home Affairs Minister Muhammad Tito Karnavian signed a joint circular directing the integration of Sustainable Food Agricultural Land (LP2B) into regional and detailed spatial plans (RTRW/RDTR). The circular provides a temporary mechanism for local governments to incorporate LP2B without awaiting the five‑year plan revision cycle, pending amendment of Government Regulation No. 21/2021 on spatial planning.
The initiative supports the government's food‑self‑sufficiency goal, protects farmland while accommodating housing development, and aligns with the three‑million‑house‑per‑year program. It is expected to be followed by permanent regulatory changes.
Separately, ATR/BPN has expanded public outreach by opening a service desk at Jakarta's PGC Mall. Retiree Hadi Susilo reported that land‑certificate procedures such as Akta Jual Beli (AJB) and Sertipikat Hak Milik (SHM) are now clearly explained, and digital tools like the Sentuh Tanahku app enable citizens to track applications online, making land‑related services more accessible.
