Indonesia's ATR/BPN pilots 10-day land rights transfer service
The Indonesian Ministry of Agraria and Spatial Planning/National Land Agency (ATR/BPN) is implementing the ‘PERINTIS 10 Hari’ program, a transformation aimed at completing land rights transfers within 10 days. This initiative covers approximately 70 percent of the services provided by land offices, including sales, grants, and exchanges involving Land Deed Officials (PPAT).
Asnaedi, Director General of Rights Determination and Land Registration, stated that the program is currently in a pilot phase across 17 land offices. The ministry plans to expand this transformation to include initial land registration, which would increase the service coverage to 80 percent, followed by land subdivision and merging services.
To ensure the success of the pilot project, the ministry is seeking public feedback to refine the service formulation. Officials have also emphasized the importance of participant readiness, noting that delays often occur if buyers or sellers are unavailable for deed signings or if tax obligations, such as Income Tax (PPh) for sellers and Buyer's Transfer Fee for buyers, are not prepared in advance.
