Indonesia's DPR evaluates fast track legislation mechanism
The Indonesian House of Representatives (DPR) is studying the implementation of fast track legislation to address urgent legal needs. The Expert Body of the DPR Secretariat General is examining how to accelerate law-making processes while ensuring the quality of substance, proper formation stages, and public participation.
According to Bayu Dwi Anggono, Head of the Expert Body, fast track mechanisms could be used for specific situations such as implementing Constitutional Court rulings with deadlines, ratifying international treaties, or addressing national urgencies. He emphasized the need for clear criteria to prevent the mechanism from being used arbitrarily.
In a related development, the DPR Legislative Body (Baleg) has begun drafting a Bill on the Formation of Laws. This follows a Constitutional Court ruling requiring a specific law to govern the law-making process. Bob Hasan, Chairman of Baleg, stated that the draft will include provisions for the fast track procedure to allow for quicker legislative responses without compromising formal or material legal requirements.
