Indonesia's MUI drafts anti‑LGBT legislation

The Indonesian Council of Ulama (Majelis Ulama Indonesia, MUI) is preparing an academic draft to serve as the basis for new legislation regulating LGBT issues. The draft will be examined at the upcoming Congress of Indonesian Muslims scheduled for 24–26 July 2026.

MUI’s legal chief, Dr. Wahiduddin Adams, said the effort responds to public demand for legal regulation of LGBT matters, noting that “the issue of LGBT and LGBTQ is now a major concern with many responses from society, so regulation must respond.” The draft will incorporate input from a range of experts, including religious scholars, psychologists, psychiatrists and medical professionals, to ensure comprehensive participation. MUI also referenced its existing fatwa that prohibits LGBT behavior, stating that the proposed law will build on that religious ruling. Regional governments have already begun drafting local regulations on the matter, prompting MUI to seek a strong academic foundation before the draft is submitted to the Indonesian parliament for enactment.
