Dominican Republic proposes new telecommunications law to modernize digital sector

The Dominican Institute of Telecommunications (Indotel) has proposed a new General Law of Telecommunications, Digital Infrastructure, and Connectivity. The initiative aims to modernize the country's legal framework to address technological shifts such as fiber optics, 5G, satellite communications, undersea cables, and data centers.

Key objectives of the proposal include simplifying the licensing regime through a single concession, facilitating infrastructure deployment via an electronic single window, promoting network sharing, and improving radio spectrum management. The law seeks to focus regulation on networks and services without intervening in content, e-commerce, or unrelated digital platforms. Additionally, it aims to enhance user protections regarding service quality, billing transparency, and accessibility for people with disabilities.

Separately, the United States government has recognized the Dominican Republic's leadership in developing reliable digital infrastructure within the Caribbean. During the Caribbean Association of National Telecommunications Organizations (CANTO) meeting in Punta Cana, U.S. officials emphasized support for secure networks and the adoption of technologies from trusted vendors. The U.S. also announced a program to expand undersea cable networks in the Caribbean and Central America to bolster high-speed connectivity.
