German government readies possible Zivildienst amid debate
The German federal government is preparing for a possible re‑introduction of the Zivildienst (civil service) should the general conscription be reinstated. The Federal Family Ministry has surveyed 23 large social organisations – 22 of them say they could provide placement for conscientious objectors – and the Bundestag’s Union faction chief confirmed that the government is planning for such “eventualities”.
The president of the German Red Cross, Hermann Gröhe, welcomed the idea but warned that reliable financing for the service providers must be secured in advance. At the same time, major welfare associations such as the Paritätische Gesamtverband and the Sozialverband Deutschland cautioned that a compulsory service should not undermine existing voluntary programmes and called for stronger support of the Bundesfreiwilligendienst and the Voluntary Social Year.
Bundestag vice‑president Bodo Ramelow has proposed a citizen’s council and a possible referendum to decide on the matter, arguing for greater public participation. Draft legislation foresees that men born in 2008 will be surveyed from 2026, with mandatory service from 2027 lasting at least six months, a monthly remuneration of roughly €2,600 and a possible driving‑license allowance.
The debate pits proponents who see the Zivildienst as a tool for social cohesion and skill development against opponents who stress the importance of voluntary engagement and warn against a return to compulsory service.
