INFONAVIT defends 2025 reform, cites transparency gains amid CCE criticism

The Instituto del Fondo Nacional de la Vivienda para los Trabajadores (INFONAVIT) issued a response to remarks made by José Medina Mora Icaza, president of the Consejo Coordinador Empresarial (CCE), who questioned the 2025 reform of the institute’s governing law. INFONAVIT asserted that the changes strengthen transparency, accountability and oversight, giving the Auditoría Superior de la Federación (ASF) authority to audit its use of workers’ funds. The institute said the reform was debated with representatives of business, labor and federal authorities and rejected claims that it weakens internal checks.

INFONAVIT also linked Medina Mora to the financing of 505 housing projects during his tenure on the institute’s board, 340 of which were promoted by the business sector. Many of those developments remained incomplete, leaving 2,910 right‑holders without homes and resulting in an alleged patrimonial loss of 1.925 billion pesos. The agency recalled a prior attempt to block an audit report on its operations, underscoring its commitment to corporate‑governance standards.
