According to a report by the Foundation for the Development of Guatemala (Fundesa), the agency has not fully functioned due to the lack of approved regulations. Furthermore, there is a backlog in the allocation of Q70 million in mandatory funds. These funds, intended for the Priority Road Projects Fund (Fovip) and the General Directorate of Road Protection and Safety (Provial), have faced delays of up to 17 months regarding specific transfers required for organizational and operational strengthening.
