Inmate Certification Programs Boost Reintegration in Chile and Uruguay

In Arica, Chile, 45 women prisoners completed the “Empoderadas” and “Hablemos de Nosotras” workshops run by Fundación Prodemu and the regional Gendarmería. They received certificates recognizing training on gender empowerment and sexual‑reproductive rights. Regional Gendarmería director Coronel Fabiola Torres Gutiérrez highlighted the initiative’s role in strengthening social reintegration, while Justice and Human Rights Secretary Matías Andrade Gálvez said, “more reintegration means more public security.”

In Durazno, Uruguay, inmates from Unit 18 of the National Rehabilitation Institute (INR) were awarded diplomas in hairdressing and blacksmithing. The certifications were part of a nationwide professional‑training program coordinated by INEFOP, INR, UTU, COCAP and FOCAP. UTU director Virginia Verderese noted, “Work dignifies people and technical education is fundamental.” The program, which has trained 2,540 inmates nationwide from 2024‑2026, aims to reach 8,000 participants annually by 2030, expanding opportunities for post‑release employment and societal integration.
