INPS launches digital pensioner loan scheme as Abruzzo loan demand rises

The Italian Institute of Social Security (INPS) issued Message No. 2308 on 8 July 2026, establishing a new three‑year digital convention for loans to pensioners with wage‑deduction (cessione del quinto). The agreement, valid from 1 May 2026 to 30 April 2029, requires all contract modifications and early terminations to be processed through dedicated online channels, introduces OTP‑based identity verification, and sets a fee of €2.03 per operation for participating financial firms.

In the first half of 2026, personal loan applications in the Abruzzo region were primarily motivated by liquidity needs, accounting for 34.4 % of requests. The average loan amount was €11,381 with an average term of 5 years 4 months. For fifth‑salary‑deduction loans, private‑sector employees made up 38.6 % of applications, pensioners 35.2 % and public‑sector employees 26.3 %; the average amount was €21,757 with a term of 8 years 3 months. Regional variations showed higher average amounts in Chieti and Pescara and longer repayment periods in Chieti.
