INSEE report highlights shifting employment and infrastructure trends in France

A report from the National Institute of Statistics and Economic Studies (INSEE) highlights shifting economic dynamics within France and its overseas territories. In mainland France, “metropolitan” jobs—which include research and development, management, intellectual services, and culture—have become the primary driver of employment growth. Between 2016 and 2022, these roles accounted for 55.4% of employment growth, significantly outpacing traditional face-to-face services like public administration and local retail.

In the French overseas departments and regions (DROM), economic trajectories remain highly varied due to differences in demographics, labor markets, and infrastructure. The report identifies infrastructure as a critical lever for development, noting that access to transport, networks, and equipment facilitates the movement of goods and people, thereby increasing regional attractiveness. Unemployment rates in these territories show significant disparities, ranging from 13.4% in Martinique to 24.9% in Mayotte, compared to the 4.5% to 12.2% range seen in mainland France.
