INSS allows payroll loans without facial biometrics

The Brazilian Social Security Institute (INSS) has updated its regulations regarding payroll-deductible loans (consignado) through Normative Instruction 213. The new rules allow retirees and pensioners who do not have facial biometrics registered in government databases to authorize loan contracts and credit portability using bank data validation via the Meu INSS application.

While facial biometrics remains the primary authentication method to prevent fraud, this change ensures that beneficiaries without existing biometric records in systems like the CNH or Electoral Justice are not excluded from credit access. To maintain security, the INSS has established several strict protocols: loan authorization cannot be conducted via telephone or voice recording, and financial institutions must report deposit details within seven business days.

For credit portability, beneficiaries must sign a specific authorization term within the app. The receiving bank has a 20-day window to confirm the transfer; failure to do so will result in the automatic cancellation of the operation. These measures aim to balance financial inclusion with the need to mitigate fraud risks following previous security scandals within the institution.
