INSS implements biometric requirements and election-based proof of life
The Brazilian National Social Security Institute (INSS) is implementing new security measures and administrative updates for 2026. Starting in May 2026, biometric identification will become a requirement for the granting, maintenance, and renewal of benefits to prevent fraud. While the transition is gradual, the government aims to eventually rely solely on biometrics linked to the National Identity Card (CIN).
In a significant administrative integration, the INSS announced that voting in the 2026 elections on October 4 will serve as an automatic ‘proof of life’ (prova de vida) for beneficiaries. The institute will cross-reference electoral data from the Superior Electoral Court (TSE) to confirm the status of approximately 40 million active beneficiaries. This measure is intended to reduce the need for physical visits to banks or agencies, particularly for the elderly.
Failure to vote will not result in the immediate suspension of benefits, as the INSS utilizes other government databases to verify identity. However, approximately 13 million beneficiaries still require life verification for the current cycle. For those whose status remains unconfirmed through automated data crossing, manual verification via the ‘Meu INSS’ app or in-person visits will be necessary.
