INSS issues fraud warnings and updates biometric requirements

The Brazilian Social Security Institute (INSS) has issued multiple warnings regarding phishing scams targeting retirees and pensioners. Fraudsters are using SMS, WhatsApp, and email to falsely claim that benefits will be suspended unless the individual performs an urgent ‘life proof’ (prova de vida) update. The INSS clarifies that life proof is now largely automated through government database cross-referencing and that official communications occur only via the Meu INSS app, the Gov.br portal, or official banking channels.

Regarding security and identity, the government is implementing a gradual transition to mandatory biometrics. By 2028, the National Identity Card (CIN) biometric data will be the exclusive reference for maintaining federal benefits. In the interim, existing biometric data from driver's licenses, voter registration, or passports may be used.

Additionally, the margin for payroll-deductible loans (consignado) has returned to 45% of income following the expiration of a temporary provisional measure. However, credit card loans remain suspended by order of the Federal Court of Accounts (TCU) due to suspected irregularities. Starting in 2026, facial biometrics will be mandatory for all new payroll loan requests to prevent unauthorized contracting.
