Institutional instability reported in Argentina and Peru

In Argentina, the National Penitentiary Procuracy (PPN) has initiated legal and administrative actions following the unannounced transfer of hundreds of detainees from the Devoto prison in Buenos Aires to the Federal Complex VIII in Marcos Paz. These transfers reportedly bypassed established protocols, which require notifying judicial authorities and defense lawyers 72 hours in advance. The lack of notice prevented judges, defenders, and families from knowing the detainees' locations, potentially impacting family ties and living conditions. This move prompted criticism from Senator Patricia Bullrich toward the PPN and its head, Ariel Cejas Meliare.

In Peru, political instability and a perceived lack of institutional accountability are driving high rates of youth emigration. Data indicates that 64% of Peruvians aged 18 to 25 would emigrate if given the opportunity. This trend is linked to economic erosion and a sense of insecurity, exacerbated by cases where judicial outcomes for deaths involving police or during protests have failed to provide perceived justice, contributing to a broader erosion of trust in democratic institutions.
