Instituto Iter founded by André Mendonça secures R$ 10.7 million in public contracts

Instituto Iter, an organization founded by Supreme Federal Court (STF) Justice André Mendonça, has accumulated R$ 10.7 million in public contracts through direct hiring processes over approximately two years.

Recent investigations reveal that the São Paulo municipal government, under Mayor Ricardo Nunes, signed a R$ 380,000 contract with the institute without a bidding process. The contract, signed in September 2025, is intended for specialized training courses for municipal employees. Technical studies noted that similar training has been provided elsewhere for lower costs and longer durations.

Data from the National Public Procurement Portal shows that the institute's contract volume grew significantly in 2025 and 2026. While the use of bidding exemptions and waivers is a legal mechanism, the rapid growth of these contracts has drawn scrutiny. André Mendonça announced in September that he and his wife have left the institute's partnership without financial compensation. The institute stated that no profits or dividends were distributed to Mendonça during his period of participation.
