IACHR refers Fernando Albán case to Inter-American Court
The Inter-American Commission on Human Rights (IACHR) has submitted Case No. 14.267 to the Inter-American Court of Human Rights regarding the death of Venezuelan opposition leader Fernando Albán Salazar.
The case alleges state responsibility for the arbitrary detention, torture, and extrajudicial execution of Albán, a founder of the Primero Justicia party and councilman for the Libertador Municipality. According to the petition, Albán was detained by officials from the Bolivarian Intelligence Service (SEBIN) at Maiquetía airport on October 5, 2018, upon returning from a UN General Assembly meeting in New York.
While the Venezuelan Attorney General claimed Albán committed suicide while in SEBIN custody, the IACHR concluded in its report that the detention constituted a short-term enforced disappearance and that Albán was tortured and extrajudicially executed. The Commission also noted that the criminal proceedings against him violated the principle of legality and that investigations into the matter were not diligent.
