International card payment failures in India are often driven by specific regulatory requirements and technical configurations rather than random glitches. Under RBI Notification RBI/2019-20/142, cards issued or reissued after March 16, 2020, have international, online, and contactless usage disabled by default, which frequently leads to transaction declines.
Failure layers include RBI card settings, 3D Secure authentication, merchant gateway configurations, bank-side fraud filters, and currency routing. For merchants, addressing these issues requires 3DS2 implementation, correct API parameters, and multi-currency presentment.
Beyond regulation, the industry faces the challenge of false positives in fraud detection. When systems are tuned too aggressively to catch criminals, they often block legitimate transactions. These false declines impact customer trust and represent a hidden cost to financial institutions, as they lose sales and risk damaging long-term customer relationships.
