International Criminal Court ends contract with Axa amid U.S. sanctions pressure
The International Criminal Court (ICC) has terminated its contract with the French insurer Axa, effective October 1, 2026, and is transitioning to a new health insurance provider. The decision follows reports that Axa cited concerns regarding the extraterritorial reach of United States sanctions.
The contract termination occurs amid intensifying pressure from the Trump administration against the Hague-based tribunal. The U.S. government has criticized the ICC as a “rogue institution” and argues the court oversteps its authority by asserting jurisdiction over citizens of non-signatory nations, such as the U.S. and Israel.
Financial sanctions and visa restrictions have already been imposed on several ICC personnel, including judges and prosecutors. There are concerns that potential future sanctions could interfere with the court’s ability to conduct transactions involving the U.S. dollar, creating a complex legal and operational environment for international businesses working with the institution.
