Intrant director to face lawsuit over traffic law enforcement

Lawyer Julio de la Rosa Tiburcio has announced plans to file a legal action, specifically an ‘acción de amparo de cumplimiento’, against Juan Manuel Méndez, the director of the National Institute of Transit and Land Transportation (Intrant) in the Dominican Republic.

The lawsuit alleges a failure to enforce Law 63-17 and Resolution 003-2026, which prohibits heavy vehicles and cargo trucks from using the left lane on national highways and roads. Under these regulations, trucks and large vehicles must strictly use the right lane. Exceptions for overtaking are only permitted when there is full visibility, no oncoming traffic, and safe conditions that prevent collision risks.

Violations of this mandate carry a fine of 10,000 Dominican pesos—equivalent to a centralized public sector minimum wage—and the accumulation of penalty points on the driver's license. Enforcement responsibilities are shared between the General Directorate of Transit and Land Transportation Security (DIGESET), Intrant, and the Military and Police Commission (COMIPOL).
